This directory lists the building departments and permit systems for the GTA and Ontario municipalities we work with every week, along with a link to our local permit guide for each city. How to Apply for a Building Permit in the GTA

While each municipality has its own portal, the process is broadly the same across the GTA:

  1. Confirm zoning - check that your project conforms to the local zoning by-law, or apply for a minor variance if it does not
  2. Prepare OBC-compliant drawings - site plan, floor plans, elevations, sections, structural details, and energy compliance, prepared by a BCIN-qualified designer
  3. Create a portal account and complete the forms - including Schedule 1 (Designer Information)
  4. Upload, pay, and pre-screen - many cities require unsecured PDF files in a specific format before the review begins
  5. Respond to examiner comments - a complete first submission usually clears within Ontario's 10-business-day target for houses
  6. Permit issued, then inspections - book municipal inspections at each required stage through to final sign-off

Regional Servicing: York, Peel, Durham & Halton

Your building permit is handled by the local city, but water, sanitary, and stormwater connections are often coordinated with the upper-tier region - York Region, the Region of Peel, Durham Region, the Region of Halton, or the Region of Waterloo. New builds, additions, and second units may require regional servicing sign-off in addition to the building permit. We flag any regional requirements early so they do not delay your project.

Most GTA municipalities now accept building permit applications through an online portal (such as Mississauga's ePLANS or the Cloudpermit systems used by several York and Durham municipalities). You create an account, upload OBC-compliant drawings and the required forms including Schedule 1, pay the permit fee, and respond to any examiner comments. Which building department reviews my permit?

Your permit is reviewed by the building department of the local municipality where the property is located (for example, the City of Toronto, City of Mississauga, or City of Vaughan). Regional bodies such as York, Peel, Durham, and Halton handle water and sewer servicing but not the building permit itself.
